[VOTE] Release Apache YuniKorn 1.6.0 RC1

Hello everyone,

I would like to call a vote for releasing Apache YuniKorn 1.6.0 RC1. This
is a big release (likely the biggest to date) with new features and
bugfixes.

The release artefacts have been uploaded here:
  https://dist.apache.org/repos/dist/dev/yunikorn/1.6.0-RC1/

My public key is located in the KEYS file:
  https://dist.apache.org/repos/dist/release/yunikorn/KEYS

JIRA issues that have been resolved in this release:
   https://issues.apache.org/jira/issues/?filter=12352202

Git tags for each component are as follows:
yunikorn-scheduler-interface: v1.6.0-1
yunikorn-core: v1.6.0-1
yunikorn-k8shim: v1.6.0-1
yunikorn-web: v1.6.0-1
yunikorn-release: v1.6.0-1

Once the release is voted on and approved, all repos will be tagged
1.6.0 for consistency.

Please review and vote. The vote will be open for at least 72 hours
and closes on Monday 16 Sep 2024 12:00:00 CEST.

-1 (binding) at the moment:
With the state that the new queue UI is in, I do not think we should
expose the link in the sidebar of the web UI.
It would be better to hide the link in the 1.6 release branch to not
cause confusion.

- Verified signatures and checksums
- Verified LICENSE and NOTICE files
- Verified release tarball structure
- Built release on Mac Sonoma (ARM64):
  - make image with go 1.22
- Ran make test, all tests passed
- Installed locally on Kind cluster (1.29)
