>From your own apache server http://apache.org/server-status, I found that the
restart time is change frequently even your apache server not restarted.
Currently, sometime the restart time is :Sunday, 09-Dec-2012 18:05:07 UTC
after a while ,the time is changed to Sunday, 09-Dec-2012 18:05:39 UTC. 
Again, it's back to Sunday, 09-Dec-2012 18:05:07 UTC.

There are two DNS balanced instances behind www.apache.org. As you can see from
the IP and the server build time, your first and third access hit one instance,
the second access the other one.

For direct access to a specific instance you can use www.eu.apache.org and
www.us.apache.org. Please note that those names are not officially supported.
Nevertheless they might be useful for you to double check results.

The restart time should be reliable. If you find another evidance, that it is
wrong, you can reopen the issue.

I find this issue because my project need to check if the apache server is
restarted or not, I assume that we can compare restart time to check, However
failed due to this restart time issue.
