Node recovery should also bring host components back to INSTALLED if the host component is not in INSTALLED state.

If node is reset then getting to INSTALLED state is a must to get to STARTED. However, even if node is not reset it is possible that a host component may get STARTED inadvertently. Node recovery should bring it back to INSTALLED.
