[NOTICE] Branching for 0.4.0

Hi Everyone,
I will be branching for 0.4.0 at the end of today (3/11) if there are no 
objections.  Once that is done all changes for 0.4.0 will need to be 
made first on master and then picked into the 0.4.0 branch.  Let me know 
if you have any questions.
