I added an agenda item to retire a project and on the final screen, I failed to notice that there was no title associated with the item. But the (Submit) button was enabled.

Subsequently, the agenda got totally messed up. The errant item could not be accessed or deleted via the agenda tool, but had to be fixed via svn.

Similar to other agenda items, if the title is not filled, the (Submit) button should not be enabled.
