1.2.2 Queues Menu/Security problem?

I would like Guest to be able to view the queues.

I gave Guest the following roles:

Continuum Group Project Developer
Continuum Group Project User
Continuum Guest
Continuum Manage Queues
Guest


The Queues menu option shows up under Administration, but when I click
on it, I get asked to login.

Shouldn't it just let me through as Guest?
