   ### Motivation
   
   - CI jobs timeout after several hours and this wastes CI resources
   - When making multiple changes to a PR job, the previous jobs keep on running. This wastes CI resources.
   
   ### Modifications
   
   - add 45 minute timeout for CI jobs
   - cancel duplicate jobs
