currently when using custom compute offerings users specify the values  of custom parameters at the time of vm launch. we have to give admin some way to control the values that the users are allowed to set. for this we want to tie each of the custom parameter with a min and max value.  At the time of creating a custom offering admin can specify these min and max values. users can pick any value between the min and the max.
