[users@httpd] HTTPS issue resolved

The issue was not in the configuration file anywhere.  It turns out that the
issue was that I did not have that IP broadcasting anywhere...  As in, it
was broadcasting on classC.0, rather than classC.255...  OOPS!!!!!
