[I] Create build and contribution guidelines [incubator-kie-issues]

   We had build and contribution guidelines in kiegroup ( https://github.com/kiegroup/droolsjbpm-build-bootstrap/blob/main/README.md ), which is out of date. 
   
   Let's create build and contribution guidelines for Apache KIE and add them to https://kie.apache.org/docs/community/
   
   Note: We have https://kie.apache.org/docs/community/build , which is for building from the distribution source code. The build and contribution guidelines can refer to it for the most of the build steps, just mentioning you can clone sources via github.
