The fact that "Cluster creation in progress" link is not hyperlinked in Admin View causes various UX issues:

Once you start deploying and go to "Manage Admin", Admin View shows "Cluster creation in progress...". This will be forever stuck there for various reasons.
Install, Start+Test is a two-staged process. Once deploy starts, Install API call is fired off, but if the user goes back to Admin View, then the second call to "Start+Test" is never called. 
The user has to know to do the following to continue: 1) hit the back button on the browser, 2) logout and log back in, or 3) directly type in the URI, to get back to the install wizard progress page. Once the user is there, and when the wizard is done with the Install stage, it will now fire off the 2nd API call. If the user goes back to Admin View, then the UI shows "Cluster creation in progress..." Again, this is forever stuck there, unless the user knows to go back to Install Wizard and hit "Next" on the progress page to go to the Summary page and then hit "Complete".

We can prevent UX confusion by simply hyperlinking the "Cluster creation in progress..." so it routes to the install wizard.
