   ### Description
   
   We should consider to providing an API like [Scratch The OAP Config Dump](https://skywalking.apache.org/docs/main/next/en/debugging/config_dump/), but for TTL configurations.
   
   According to [progressive TTL doc](https://skywalking.apache.org/docs/main/next/en/banyandb/ttl/), we could add `/debugging/config/ttl` API to return these values consistently
   ```
   metrics.min=7
   metrics.hour=15
   metrics.day=15
   record=3
   record.super.dataset=3
   ```
   
   For BanyanDB, these are aligned with `grNormalTTLDays`, `grSuperTTLDays`, etc.
   For Elasticsesarch and SQL database, `metrics.*`=metrics TTL in core, and `record.*`=record TTL in core.
