We don't seem to be able to publish our staging site at the moment.
As we have just done our first Apache release we wanted to update the info and links before making the announcement.
We have published our site before so it looks like a crash somewhere has stopped the service.
When I click on:
https://cms.apache.org/jena/publish
the browser hangs forever (well, at least as long as I was preparded to wait - 10s of mins).
Two of us have tried, different browsers (FF, Chrome), different IP addresses.
Staging:
http://jena.staging.apache.org/jena/
Live:
http://incubator.apache.org/jena/

I followed the instructions at http://www.apache.org/dev/cmsref.html#publishing
Best installation instruction I could find are:
http://wiki.apache.org/river/WorkingWithApacheCmsFromTheCommandLine
but I needed to add "sudo cpan JSON::XS"
I am not a hardcore perl programmer but the scripts use "system" of *nix programs. Does the publish script only run on *nix and not Ms Windows?
Several people author the staging content. Is there a way to find out how much content is going to affected?
Having finally run publish.pl (suggestion - allow non-interactive use), it ran very quickly. Not sure why the web version wudl be slow.

Otherwise the server will get hung up trying to syntax-hilight your diff and nobody else will be able to publish since you have a lock.
