Defining the default session manager

What is the correct method of defining a replacement default session
manager?  I have a session manager that works fine when contained by a
<Context> section... but I'd like to use that session manager for all
contexts.

I've tried defining it either inside a <DefaultContext> section, or by
moving the <Manager> piece up inside the <Host> section, but neither
seems to work.

Where is the correct place to define this?
