[users@httpd] Downloading an executable from Apache

I'm not a newbie, but this time I feel like one.

I have an executable on a web page (it's a Tight VNC server for PCs), 
and when I attempt to select it, the web page directs me back to 
127.0.0.1 - here's the log entry:

71.162.15.5 - - [09/Dec/2006:09:30:26 -0500] "GET 
/tightvnc-1.2.9-setup.exe HTTP/1.1" 302 303

 <a href="http://www.DomainName.com/tightvnc-1.2.9-setup.exe" 
target="_blank">TightVNC software</a>.

Why does this not work?
