Ant copy tasks in the taglibs maven.xml refer to files not included in a clean
co of http://svn.apache.org/repos/asf/struts/current/.

The attached patch allows the build and tests to succeed by pointing to the
current locations of the files in ../apps/test.  Could be this is not the
intended setup, as the nightly builds seem to be using the files that maven and
I can't find in my checkout.

A build.properties.sample file should also be included somewhere so that
cactus.home.tomcatYx can be specified.  To get the tests to run, I added a
project.properties to /taglibs.
