Rebased on top of 8099 and later changes [here|https://github.com/iamaleksey/cassandra/commits/6230-3.0]. Tests haven't been ported yet (hoping to be done today, or early tomorrow), and review feedback not addressed yet (hopefully will by end of Thursday or early Friday, will definitely be done by early Monday).
