arch/arm/nrf53: include arm_internal.h in nrf53_utils.h
The inline helpers use putreg32() and getreg32(), so the header must
include arm_internal.h, like nrf52_utils.h does.

arch/arm/nrf53: fix the net core RTC0 base address name
The net core memory map defined NRF53_RTC_BASE, but nrf53_rtc.c uses
NRF53_RTC0_BASE, so RTC0 did not build on the net core.

The nRF5340 network core has 64 KB of RAM, not 32 KB.
