Description:
maven proper uses the If-Modified-Since to disable downloads in the event that the artifact has not been modified after the clients latest version.
This is not supported by maven-proxy, and hence, maven rerequests full downloads even when they are not required (it ignores the content body, but the proxy still sends it).
Support this header.
