[PR] local_socket: add SO_SNDBUF & SO_RCVBUF support [nuttx]

zhhyu7 opened a new pull request, #13336:

   ## Summary
   allows user programs to modify pipe size via fcntl(F_SETPIPE_SZ), but not larger than CONFIG_DEV_PIPE_MAXSIZE,
   lets a user program modify the size of the local_socket buffer via setsockopt(SO_SNDBUF/SO_RCVBUF).
