Committers aren't currently able to commit code. I've tried it and another ESME committer has confirmed the problem. 

We get the following error:

Error: Server sent unexpected return value (403 Forbidden) in response
to CHECKOUT

If I make a change and do

svn commit -m "test"

then I am prompted for my username and password. If I give the wrong
username and password I am just prompted again. If I give the right
username and password, then I get a 403 error.
