Resolution: Won't Fix
We have a command to turn tracing on/off, so this will not be necessary.

> We should provide a hint that perhaps *disables* a query from being traced. This might be useful to filter out certain queries from being traced if tracing is enabled for a connection. It might be possible to have a hint that turns tracing on for a query as well, but then it's unclear if only those queries would be traced. Needs more thought/specing.
