Actually we have not finished our work, but we think this is the best timing to send this pull-request.
The reasons are following.

We know ATS community is planning to release 4.2.x in this month and 5.0.x in May.
In my opinion, 5.0.x has big changes from 4.2.x and documents will have those changes too.

We want to serve both 4.2.x and 5.x.x documents in Japanese on the ReadTheDocs.

If there are no problems, please merge to both master and 4.2.x branch.
We'll pull the 4.2.x branch to our repository and serve it on ReadTheDocs.

Finally, we are following sphinx internationalization workflow.
So, all changes are placed in the po files.
