   The branch protection rules are blocking the API docs release and will continue to do so as long as they are in place. The procedure requires creating a new branch from `master`, which has merge commits in its history.
   
   The branch protection rule is incompatible with the repository's existing history. The merge commit predates our current workflow and is inherited from `master`. We should relax linear-history requirements on release and docs maintenance branches rather than attempt a repository-wide history rewrite.
