Not sure the changes committed for the core are enough. The Starting state for an application was added specially for StateAware. I do not think that we should keep that state around now that it is not used anymore. It has no function and makes think more complex than needed.

Removing the state is the correct solution. Why keep in application in a state fr a certain time when it does not mean anything.
