I could open the attachment using current trunk by removing the <svg:title> tag
inside the <draw:frame> tag. I did _not_ reorder the <draw:image> tags as
suggested here by Regina.

This makes me think that this is the same as bug #126768.

Can someone please look at that report and share their thoughts?
