[PATCH] Peers howto xdoc -- one last try

I sent this to both turbine-dev and turbine-user once before. There was no
response either time. It's a patch for the Peers Howto making it a lot more
accurate. Seeing as the documentation for Turbine is in pretty poor shape as
it is I thought that a committer might want to update the xdoc.... so here's
one last try to improve the docs a bit.
