So looking at the --no-detach option, is there a strong reason why this flag should not be used?
I ask because ubuntu's init.d script for rsync daemon has --no-detach by default, and removing the flag causes service rsync start|stop|status to fail, which will have some non-trivial implications in puppet.

Also, I will be incorporating your rsyncwho script into the rsync_mirror puppet module as a cron to periodically kill hanging connections.
