I have been seeing the negative executor counts on Spark 2.4 (and previous Spark 2 iterations before our upgrade to 2.4).  Part of the behavior I've seen is that the interface seems to be able to show 3 stages and their progress.  Once I have 3 different stages with negative executors showing, then I no longer see stage progress, though the job does continue to completion.

I haven't seen the negative executors result in job failure.  It sure is awkward though if I'm trying to explain that to somebody, and it does reduce my visibility into progress.
