release:prepare ignoring -Dproject.scm.developerConnection option

Greetings,

I'm trying to run release:prepare goal for a project without specifying the scm connection or developer connection in the pom.xml but directly on the command line

Here is the version of maven I'm using
-bash-3.2$ mvn -version
Apache Maven 3.0.3 (r1075438; 2011-02-28 12:31:09-0500)
Maven home: /local/maven/apache-maven
Java version: 1.6.0_12, vendor: Sun Microsystems Inc.
Java home: /configmgtdata/juniper_build/apps/jdk1.6.0_12/jre
Default locale: en_US, platform encoding: UTF-8
OS name: "linux", version: "2.6.18-348.4.1.el5", arch: "amd64", family: "unix"

I keep getting this error when I run the command

-bash-3.2$ mvn release:prepare -Dproject.scm.developerConnection=scm:svn:https://svn/repos/batch/email_request_action_handler/branches/rb-email_request_action_handler-10.0.0_DONOTUSE
