Struts 1.2.8 Release Plan

I would like to do a Struts 1.2.8 release and have set up a release plan on
the wiki here:

Two bugs were introduced in the 1.2.7 release....

   http://issues.apache.org/bugzilla/show_bug.cgi?id=35127
   http://issues.apache.org/bugzilla/show_bug.cgi?id=35833

...and a 1.2.8 release would resolve these bugs (Bug 35127 also requires
upgrading to Validator 1.2 to resolve it) and make available a few other
minor changes.

I have reviewed the outstanding bugs and IMO there is only one that needs a
decision on whether it needs resolving or we can release anyway:

Once thats decided and unless there are any other objections I plan to go
ahead and roll a release.
