This is likely still an issue, as the boostrap storage plugins are only used the first time we start Drill, I am moving this to 1.1. For now anyone who is having issues getting storage plugins registered with Drill through the boostrap files can use the Rest API to upload and update storage plugins. Documentation available here: http://drill.apache.org/docs/plugin-configuration-introduction/
