Web Page Updated

The web page (along with a current version of the doxygen docs) has now 
been set up on incubator.apache.org.  Eventually it should probably 
contain some more info, perhaps some simple code examples and so forth, 
but it's a start.  As soon as I get a chance I'll set up a redirect for 
the old site.
