In StoutTestsConfigure.cmake there APR_LIBS and SVN_LIBS variable sthat are are incorrectly defined to the STOUT_TEST_LIB_DIRS. The variables  APR_LIBS and SVN_LIBS are not dirs. but instead full paths to the library file.  Most likely the fix is to move the variables should be added to the STOUT_TEST_LIBS variable but will leave it up to the owner of this work item to decide the fix.
