as the snapshot releases have recently been removed from the
repository, it seems to be about time for a bug fixing release. See

for a detailed list of changes.

Therefore, I'd like to call for a vote on the release of Apache
XML-RPC 3.1.1. The proposed distribution is at

   http://people.apache.org/~jochen/xml-rpc/dist
