3.x checkin

Hi all,

You may have seen the 3.x checkin messages. Please note that this is very much a work in progress - I just wanted to get it into source control so I could stop making local backups.  :-)  I'll be starting some discussion threads on some of the design elements of this branch over the next few weeks.
