svn issues on irix 6.5

Versions tried: 1.3.0 & 1.2.3 built from tarball (apr, apr-util, neon,
etc...)
Irix version: 6.5.25

Symptoms: Builds without any trouble. Can use svnadmin to create repository.
Get the following error whenever trying to check out from any repository:
svn: Malformed XML
svn: syntax error at line 1

Traced through the code and this is generated from calls to the expat
library in ./subversion/libsvn_subr/xml.c

I've tried this with both a repository created locally on the irix machine
by svnadmin and also by a converted CVS repository created on a linux
machine and moved over.

The checkout method has been direct file e.g. "svn co file:///home/svnroot/
<project>/trunk"

Also, nearly every test in "make check" fails after the basic test
