   ## What happened
   
   In Desktop, the context-usage control in the composer footer visibly jumps vertically for one frame when scrolling a conversation reaches the live tail. The context reading itself has not changed; only the transcript reading position changed. The composer chrome should remain geometrically stable across the tail-pin transition.
   
   ## How to reproduce
   
   1. Open a Desktop session whose transcript is taller than the viewport and whose composer shows the context-usage control.
   2. Scroll upward in the transcript.
   3. Scroll back down to the very bottom.
   4. Observe the context-usage icon/control as the transcript reaches the live tail.
   
   The control shifts vertically for one frame at the bottom transition. Expected: the control and its footer row remain at the same screen coordinates throughout transcript scrolling.
   
   ## Environment
   
   - Maka commit: current `origin/main`
   - Surface: Desktop
   - OS: Linux (source build)
   
   ## Additional context
   
   The usage projection is request/route-owned and should not be driven by transcript scroll state. A regression test should sample the context control and composer geometry immediately before and after the tail transition, not only after scrolling has settled.
