[configuration] ConfigurationFactory

Is there a need to keep the inner classes AdditionalConfigurationData
and ConfigurationBuilder in ConfigurationFactory static ? I also wonder
if it is desirable to have the other inner classes public, I would make
them private or package visible.

There is no special need that these classes are static. I prefer to make
inner classes static if they do not need a reference to their outer
class and are merely utility classes.

The public inner classes will be called and instantiated by Digester
when the XML file is parsed. I think this forces at least some of them
being public.
