Add "1/0" to BooleanConverter

           Summary: Add "1/0" to BooleanConverter
           Product: Commons
           Version: Nightly Builds
          Platform: All
        OS/Version: All
            Status: NEW
          Severity: Enhancement
          Priority: Other
         Component: Bean Utilities
        AssignedTo: commons-dev@jakarta.apache.org
        ReportedBy: Joe@Germuska.com

In XML Schema, 1/0 are valid true/false values for the boolean datatype.
The usage is common in other programming languages as well. I'd like
to suggest extending BooleanConverter to accept these as legal values
for true and false.
