[PR] CI - PR Check Jenkins jobs [incubator-kie-tools-temporary-rnd-do-not-use]

This is a new approach to migrate KIE Tools CI - PR check workflows to ASF Jenkins.
We are no longer using the concept of a Jenkins shared pipelined lib and we are going to use the concept of shared scripts instead to keep the shared scripts versioned together with the rest of the code.
We also are going to build the base image that is used to build KIE Tools in the same job to give us the flexibility to change tools versions like node, go, etc in the same PR.
