[DevOps][Azure]: Notebook creation fails on stage of devtools installation

Hi Leonid,

We have a bug with devtools installation for some Notebooks only for Azure.
Jira ticket: https://issues.apache.org/jira/browse/DATALAB-2196

Could you fix it?
