Note that a secondary (and undocumented) use of the dispersion timer is "revalidate while sleeping" where a SYNCDS run will pause for _exactly the dispersion amount_ (i.e. not a random amount on the interval [0,dispersion]) when `--wait_for_parents` is used and one or more parent has pending updates, and check every second for content invalidation jobs which will interrupt the sleep cycle (as will the parent(s)'s updates being applied). The reason for this was that the Perl script was a singleton, and REVALIDATE-mode jobs could not be run while a SYNCDS was waiting for parents to update. ORT.py is *not* a singleton at the moment, and I'd prefer that a method for handling this be found that does not involve making it a singleton.
