This patch includes the following:
* Fixes to bugs / significant restructuring of FtpFileDownloadStage
* Improved error handling in SingleThreadStageDriver
* Minor connection close bugfix in HttpFileDownloadStage
* StageException changed to checked exception
* Addition of StageError for unchecked exceptions
* Documentation correction to PipelineRuleSet
* Added error handling capacity to StageMonitor

These fixes bring the development version of commons-pipeline to 0.1.2.
