add one Github Actions to check license

I have added 1 Github Actions:

Apache-rat,one of the maven plugin, which is used to check license header of all source code.
We can run "mvn apache-rat:check" to find not have Apache License files.
If it runs success(exit code is 0),meaning all files have right Apache License.
If fail(exit code is 1),it have write the faulty filename in rat.txt.
If when to ignore some files not to check license,need configure in linkis/pom.xml file,just like the screenshot.
