Regarding Thrift - 2935 for GSOC 2015

Hello ,

I was interested for taking this issue for GSOC - 2015 . But as one of the
experienced developer of community has advised that before I start working
for this issue there should be a discussion among the community whether the
Exception hierarchy should be changed or not. So kindly suggest how should
I proceed for this ?
