Parquet format 2.8.0

Dear All,

I'm planning to release parquet format 2.8.0 for the new
encoding BYTE_STREAM_SPLIT. The release is required to step forward with
the implementations.
Created the jira https://issues.apache.org/jira/browse/PARQUET-1714 to
track the release. If you have any ongoing efforts that should be in the
release please set the related jira as blocker to the release jira. I'll
initiate RC0 at the end of this week if no ongoing blocker issues are found.
