Agreed that this should work; forwarding to dev@ for attention.
Reproduction:
% svnadmin create r
% svnmucc -U file://$(pwd)/r mkdir A put r/README.txt A/mu -m r1 >/dev/null
% svnmucc -U file://$(pwd)/r mv A/mu mu rm A -m r2
svnmucc: E200009: Can't delete node at 'A'
