[PR] fix(i18n): localize ai tool modal and thinking label [rocketmq-dashboard]

   ### Summary
   Localize the remaining uncovered copy on the AI page (`pages/ai/index.tsx`) — 6 literals mined with `git log -S` across all branches:
   
   - The `正在思考…` waiting label inside the assistant message bubble (also wired `t` into the `AiMessage` component, which previously had no i18n context).
   - The tool-execution modal: cluster scope select (`选择集群`), the `全局工具` scope option, the tool select (`选择工具` — both aria-label and placeholder), the `输入参数 (JSON)` heading and the `执行结果` heading.
   
   ### Why
   These were the last un-keyed strings on the AI page (the tool modal complements the earlier tool-modal localization), and the message-bubble thinking label leaked Chinese during streaming in English mode.
   
   ### Testing
   - `tsc --noEmit` passes (exit 0).
   - `eslint` clean on changed files (0 errors).
   - Vitest: full `AiPage` suite passes (13/13), including streaming stop and deduplication flows.
