Spam as attachments

I am using the latest stable ver of spamassassin along w/ Simscan on an
SMTP (qmail) stor-&-forward server. No local Mailboxes.

I have my simscan configured with the following options.
---enable-spam
--enable-spam-hits=4.0
 
However, SPAM is being sent to me as attactment w/ SpamAssassin letting
me know the attachment is possible spam at the end of the message
spamassassin tags on the hits number as follows.
	
	Content analysis details: (4.3 points, 4.0 required)

My question is why is an email with an content analysis of 4.3 being
delivered to me as an attachment instead of being droped? Any light on
this subject will be greatly appreciated.

Here is the contents of my local.cf file.

SpamAssassin can't delete mail, period.  If you want to do that kind of thing
(and deleting at a score of only 4 is a bad idea imo,) you'll have to prod
around Simscan to see if there's an option to do it.
